Is there an "international police apparatus" that deals with "drug hysteria", to quote William Burroughs?

In the 1988 movie, 'Drugstore Cowboy', William Burroughs says that soon (or already) "right wingers will use drug hysteria as a pretext for setting up an international police apparatus." Is there such a police force, or apparatus (such as microchip implants)?
