Why do feminists defend creating hysteria and exaggeration about rape?

by using false statistics by making exaggerated claims about this being a "Rape culture", by telling the people questioning the feminists that they don't care about their female relatives or friends or support people being raped or something? Are shaming tactics all feminists can use?
